U.S. Senator Max Baucus from Montana has been a long advocate for a health insurance mandate for the whole country. Recently he introduced a health care and insurance reform plan that would open a national health insurance exchange, through which all Americans could purchase coverage.
Baucas' plan is eerily like Obama's campaign plan that he proposed. The biggest difference between the two plans is that Senator Baucas' would make all citizens covered.
A Reuters article states that members of Congress have given Baucas' plan a "quick and enthusiastic response." This is a good indicator that it could pass easily. At the same time, Congress mentions the economic crisis and federal budget deficit possible keeping any health reform plans.
Likely, they're right. The total budget deficit now stands in the trillions, and there are plans to do a major financial bailout for General Motors and Ford. There's even talk of another economic stimulus package. In the short-term, funding an expensive universal health insurance program might be a bit unrealistic when we look at the challenges we're facing today.
